If you import replacement brake linings or brake pads into the UK, EU, or any of the 60+ countries that apply UN ECE Regulation No. 90, the phrase "E-mark certified" is not marketing language — it is a legal requirement. This article explains what ECE R90 actually demands, how to read a UK E11 certificate, and the seven current approvals held by SAITE Friction for our heavy-duty linings and pads.
UN Regulation No. 90 (ECE R90) is the international type-approval regulation for replacement brake lining assemblies — the friction parts fitted when original equipment wears out. It exists because aftermarket brake parts are safety-critical: a lining with the wrong friction level, wrong dimensions, or unstable high-temperature performance can destabilise the whole braking system of a truck or trailer.
Under ECE R90, a replacement lining cannot simply be "compatible by dimension". The manufacturer must prove, through testing of the lining on the specific brake it is approved for, that:
The current consolidated version most approvals are issued against is Regulation No. 90.02 (the 02 series of amendments).
The "E" number inside the approval mark tells you which country's approval authority issued the certificate. Two numbers appear on SAITE documentation:
| Mark | Country | Authority | Applies to |
|---|---|---|---|
| E4 | Netherlands | RDW | EU market approvals |
| E11 | United Kingdom | UK Vehicle Approval Authority (VCA) | UK and internationally recognised approvals |
Since the UK's departure from the EU, UK-issued E11 approvals are recognised for the UK market while EU-issued E4 approvals serve the EU — and both are still accepted across most of the world as evidence of ECE R90 compliance. SAITE holds both sets, which is exactly what a factory supplying distributors across Europe, the UK and beyond should have.
SAITE's latest E11 certificates were issued by the United Kingdom Vehicle Approval Authority under Regulation No. 90.02. Each certificate carries the approval number E11*90R02/11*8663X*00:
| Approval No. | Approval Code | WVA Models Covered |
|---|---|---|
| E11*90R02/11*86631*00 | 02B02003/86631 | 19591 |
| E11*90R02/11*86632*00 | 02B02003/86632 | 19032 |
| E11*90R02/11*86634*00 | 02B02003/86634 | 19036 / 19037 |
| E11*90R02/11*86635*00 | 02B02003/86635 | 19486 / 19494 |
| E11*90R02/11*86637*00 | 02B02003/86637 | 19487 / 19495 |
| E11*90R02/11*86633*00 | 02B02003/86633 | 19488 / 19496 |
| E11*90R02/11*86636*00 | 02B02003/86636 | 19094 |
Breaking down the number: E11 = issued by the UK; 90R02 = UN Regulation 90, 02 series; 11 = the vehicle category (M, N, O — passenger cars, goods vehicles and trailers); 8663X = the individual approval serial; 00 = original approval, no extension.
These approvals cover the drum brake linings in our WVA 19xxx drum lining range — including the widely cross-referenced WVA 19094 and the 19486/19494 and 19487/19495 families used on European trailer and truck axles. A separate complete guide to ECE R90 certification explains the EU E4 certificate list and FMSI cross-references in detail.
Every SAITE E11 certificate is delivered with its application file and compliance statement, and copies are issued to customers on request through our resources page.
ECE R90 covers the replacement lining's performance approval. It sits alongside the IATF 16949 quality system certification (which governs how the product is made) and the FMVSS 121 dynamometer tests (which qualify our brake shoes for the US market). Together they answer the two questions a serious buyer asks: is the part approved, and is the factory that makes it controlled?
Q: Is an E11 certificate valid in the EU?
A: UK E11 approvals remain recognised under the terms of the UK-EU agreement for vehicles and components; SAITE also holds Dutch E4 certificates covering the same models, so EU customers receive E4 documentation while UK customers receive E11.
Q: What does 90R02 mean on the certificate?
A: It means the approval was granted under the 02 series of amendments to UN Regulation No. 90 — the current consolidated version used for replacement brake linings.
Q: Which SAITE products carry E11 approval?
A: The drum linings WVA 19591, 19032, 19036/19037, 19486/19494, 19487/19495, 19488/19496 and 19094, each with its own E11*90R02/11*8663X*00 approval.
Q: How do I get the actual certificate PDFs?
A: Request them via WhatsApp on our Download Center — certificates and test reports are emailed to you after your inquiry.
